Emerging Issues and Other Resources from Members

A compilation of resources shared by BCHC members, other health department staff and other organizations this year.

CDC Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) Program Update

  • Link to grants.gov, then search CDC-RFA-CK19-1904 for the NOFO

  • A handful of locals are eligible (from the NOFO): “Only current ELC recipients under CK14-1401 are eligible to apply for this announcement. This includes the departments of health for all US states, 6 of the largest locals (Chicago, District of Columbia, Houston, Los Angeles County, New York City, Philadelphia) and all of our US territories and affiliates in the Caribbean and Pacific (American Samoa, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Guam, Puerto Rico, Republic of Palau, US Virgin Islands).”

  • However, there is also mention of local engagement: “CDC’s ELC Cooperative Agreement depends upon health departments working with local stakeholders to meet local needs and for larger health departments to request resources for other health departments within their jurisdiction. In this section, please describe the engagement with local health departments that will assist in achieving goals described earlier in this narrative (including tribal governments within the jurisdiction, as applicable). This discussion should include information on how collaboration between the state health department and the local health departments will help assess and mitigate gaps; including needs related to financial and technical assistance available from

ELC that could be requested for the local health department by the state.”

  • One pager from CDC re: changes to the program
